Job Description

 We are looking for someone to fulfill a contractor role for a Senior level Financial/Budgeting Systems IT Project Manager.  The candidate should be an experienced Technology Project Manager, with applied knowledge of financial/budgeting systems, general understanding of finance and accounting fundamentals and experience working with a municipal (local) government is a plus.   This IT Project Manager role will be leading the implementation of a new Budget System for the City.  
 
The selected candidate will:
  1. Dedicated Project Manager for the Budget Replacement Project from beginning to end
  2. Be very experienced - 8+ years in working with implementing Financial/Budget systems (needs to understand customer needs, how Oracle works, and possess solid implementation skills/experience)  
  3. Lead and collaborate with a core team (budget, finance, IT, and liaisons) to select, plan, and deliver the new budget system for the city
  4. Demonstrate command with implementing Financial/Budget systems and achieving successful project delivery results.

Job Requirements

 
Knowledge, Skills and Abilities:
Knowledge of:
• Information technology concepts and practices;

• Business process management, and service delivery methodology;
• General functions of City departments, including departmental needs and requirements;
• Basic budget and procurement principles;
• Industry trends involving information technology;
• Research techniques and fit/gap analysis;
• Methods to create a Continuous Quality Improvement (CQI) environment;
• Methods and approaches in leveraging vendor and contract management;
• English grammar and punctuation;
• Federal OSHA and State and County regulations and city policies regarding safe work practices.
 
 Ability to:
• Communicate effectively both orally and in writing internally and externally with all levels of an organization;
• Create, compose, and edit business system rules, processes and procedures;
• Act as a liaison with external service providers;
• Integrate resources and customer needs for projects and services so that realistic strategic goals are established, measured, and met;

• Develop solutions to technical problems and be able to explain complicated and technical information in simple, nontechnical language;
• Logically analyze and synthesize department business workflow and systems to develop satisfactory solutions;

Role Skill/Experience Requirements:
• Understands customer and business needs utilizing technological solutions by collaborating with customers;
• Leads the implementation of new technologies focused on Financial/Budget systems;
• Organizes, plans, and leads all project activities throughout the project's lifecycle and implementation using Information Technology (IT) Project Management framework
• Facilitates meetings with customers, staff, and contractors in support of project activities;
• Guides resolution of project/service issues, scheduling and tracking resource needs and activities (including City staff, contractors, and outside agencies) in order to meet project objectives and to ensure overall quality of work;
• Supports the technology services procurement processes including developing business requirements definitions and supporting the selection process;
• Monitors project expenditures; ensures projects remain on-time and on-budget; ensures the adherence of projects to budgetary constraints;
• Identifies customer expectations and balances them against resource constraints, as well as monitors, reports and addresses issues related to customer satisfaction;
• Ensures all work is done in alignment with City and IT's long term strategies;
• Provides input on solutions to improve analysis, workflow streamlining, business process automation efficiencies and business rule enforcement;
• Performs all work duties and activities in accordance City policies and procedures;
• Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook
